:: ICANN :: How to build one ?

After a short research on the net, I came to the conclusion that one of the main parts you have to pass in web hosting is ICANN or (Internet Corporation for Assigned Names and Numbers)

It must be for shure a complex thing to work with, but:

Is there any chance that I cane make this ICANN at home?
What must be my knowledge and my gear to complete such a project?
