how do you connect to another database

a guy I kno is trying to make his forums on shared hosting & the database on the dedicated server

(dont ask why lol)

ok so it worked for 2weeks he said now he gets an error

IPB WARNING [2] mysql_connect(): Too many open links (0) (Line: 115 of /ips_kernel/class_db_mysql.php)

So what would he have to do to fix that?
