help on dos

Hello guys..

we got a bit of a problem with DOS. I wanna just know some facts but i will explain some background.

We are hosted on 512Mb dedicated VPS.
Now some 7 days back our load started shooting up. Although the load on server had shot up before also quite often (we run vbulletin and max peak is usually 200 users online) we tht 200 users was pretty huge for a Vbulletin forums and puts stress on server. Our host also told us that. Anyway this time arund the loads touched 15-20 regularly and were staying there for about 2-3 hours. On putting a ticket our host said they null routed a IP that was causing DOS attack. Unfortunately after some hours they again started going up again.

Our host then said that we are being severely attacked by DOS and either have to go dedicated or change hosts. Basically we shut down our VPS for some time.

I wasn't too keen on dedicated cos (1) I guess if the attack was that severe it will bring the dedicated down also and (2) i didn't think our site was that big to look dedicated.. not i had the money to afford a good dedicated connection anyway.

Anyway on asking around, we decided to change our host to a new host who says they can prevent DOS if its DOS in the first place or atleast take preventive steps. Anyway they are a pretty reputed company so we tht we might try them as well instead of shutting down totally.

Now as it turns out, to move to new server, we first changed the domain pointer and then requested the old host to open server up so that we can transfer. They did that and was open for 2 days. But while we were taking the cpanel to cpanel move.. the server was again closed as the hosts said we again had a DOS.
I might add that at this time..
1) we had password protected the root
2) changed domain pointer

Anyway the host says we getting attacked too often and they can't open the server,

I just wanna know two things

1) Anyway to prevent this kinda DOS . Doesn't password protecting root folder help? Also will changing IP help
2) What is the best method now to take our files off the old host. Cos we need to somehow move. Te database i reckon should be around 1 gig.

Note: I delibrately didn't take host names. Don't wanna antagonize anyone cos i am not too sure about DOS and this is our first experience with such stuff.
