netstat -npl high load?

netstat -npl shows up in whm cpu/memory/mysql as using high loads of cpu constantly throughout the day, every day around 50% or higher average ,always red.

What is causing this? On my other servers that are 100% identical, I do not see that problem.

APF
BFD
LSM
LES
SIM
NESSUS
MOD_DOSEVASIVE
