Apache Ignore ALL cases. htaccess or mod_write?

I just moved a client over from a Windows server to a Fed FC 1 box w/Apache 1.3.33.

Long story short, they have file names and dirs all over the place with no cohesive structure and there are capital letters everywhere.

The problem is they have mailed out countless links, etc with no regard to case sensitivity. .com/foo may have been mailed out .com/Foo. Files too. My.pdf may be my.pdf

Is there anyway to instruct Apache to just ignore the case. (pref in /user/.htaccess or /public_html/.htaccess)

I have looked at various [NC] rewrites and IndexOptions IgnoreCase does not seem to work.

I am quite at my end on it.

Please help me, WHT. You're my only hope.
