need assistance with a port sniffer

I am a noob to all this but I want to get to know it all if possible at least how to get revenge on a port sniffer who is annoying me all to hell with his 5000 attempts a day using every possible program known to man im sure and no matter what ive done i cant get him to stop
Ive reported it to microsoft (to no avail) ive tried net send and kermit to send a message via ip addy and ive even given all the info i have to hackerwatch.org including the whois info
ive called the phone number on the whois server ive emailed the abuse@ and nothing now im at the point where i may exact my own revenge if they wont help me i have friends but i would prefer if someone could help me get this guy a message without using any damaging programs
