POP3 before SMTP

Hi everyone,

Our hosting company says that our email server is setup for POP3 before SMTP. They also said that once we do this we should be able to send email without authenticating for about 30 mins.

During the non-authenticating part, how does the server know that a user is allowed to send email? Does it keep track of the IP address while logging to the POP3 server?

I'm afraid that if someone checks his/her email then anyone from the outside world can then use our email server as an open relay for about 30 mins.
