403 Forbidden?

I just import account from old server to my VPS. But when I try to open sites here mostly of sites giving following error...

Forbidden
You don't have permission to access /~username/ on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Apache/1.3.34 Server at ns1.server.com Port 80
Other account which are showing right not receiving emails.

Can anyone help me to solve this problem.
