.exe Execution in Windows 2003

How can I enable execution of .exe files in Windows 2003 ?

I am trying to access an exe file thorugh Browser but I see the error:

Method Not Allowed
The HTTP verb used to access this page is not allowed.

Any idea what should be done ?
