MySQL using Ram effiently

I have a 2.4 Dual Xeon /w HT with 2 GB of ECC ram. However, i have a high traffic website. Ram usage used to be 70% and now its only 16%. Management company installed some software hardening and changed something in my.cnf. I think they screwed something up cause the site is getting max user connections. I increased those to 2000 but I think some other settings need to be increased greatly to use all the ram effiently.
