Ip Deny Manager?

Recently I banned a guy (and all his Ip ranges) from visiting my site, using the Cpanel "Ip deny manger"
He was visiting using a static Ip from his office and keep bothering us....
It seems it worked for a while....

Today Instead received a live chat request, and by the questions the guy made or sentences I realized it was the same idiot.... The fact is this time he was using a regular residential cable connection....

So far so good, but here came the question.

While my chat system logged the IP, server name etc. giving me this cable connection, the statistics on my cpanel showed a visit on the same time the chat was made, but showing the static Ip banned....

Do you guys have a better idea than me?
Did he was VPN his home desktop or was using a remote desktop connection?
Why FTP statistic showed the banned Ip, and so let thi in?
