Customer can't send Mail after enabling RBL filtering

Hi,

I have enabled RBL spam filtering as per

After doing this, one of the client told he can't send mail from the server.

His IP is black listed, he is using Dail Up ISP, he have two ISP accounts, but are in SPAMCOP, since he is using big ISP, it is not possible to ask them to get the IP white listed, also IP changed on every connect.

How do i whitelist the clients ISP on my server ?

I tried adding clients ISP's IP range to

/etc/rblwhitelist

But it is not working, he stil not able to send emails.
