my server ofen drop to a very slow speed

i have a server with hivelocity.and i am glad with hivelocity..but those days my server ofen drop to a very slow speed.need 100s to open a site..after serverl mins it cames ok.
can anybody tell me what cause it.
or the way to find what cause it??

is it cause by the httpd config??
