Congested Network? Or what? help me!

Im having problems with my server. It a 10mbps unmetered server, and it pings 1000+. I cannot get into ftp, and when I do, after 30 tries, it just drops the connection.

I looked at a MRTG graph and its says Im using 9.9mbps.

When I stop httpd, ping goes back to 50ms, and ftping works just fine.

Can these problems be caused by network congestion, and an upgrade to 20mbps should fix the problem?
