VPS problem with RAM: How can this be possible???

Since two weeks, my website have become really unstable. Before this time... everythings was going very well. After two weeks of investigation and discussion with my host:

1- We can say that my website is not victim of a DoS attack
2- My website have been optimize a lot (in configuration... and I have closed every non-essential things like Shoutbox or acades)
3- Seems like MySQL is using a lot of RAM (In top command, mysql always using 5 or 7 % of memory)

The first thing my host is saying is that my VPS is overloading it's ressources...

But there is one problem...

As you can see here, my complete website is inactive (CPU usage=+/-0% / my forum, is closed and there,s only one simple php page that people can actually see):

But at the same time... my memory usage go crazy:

Just after having take this picture... I have restarted my VPS (always with my forum closed), and memory fill up completly 1 or 2 minutes later...

ps.: 90% of my website is using my forum / the only other things that are suppose to be running is 2 email account and +/-15 forwarders)
