Modernbill- AdminPalace Errors?

I have loaders installed but i can't figure out how to get this to work.

Here is Error: The file /home/xpit/public_html/modernbill/include/functions.inc.php has been encoded with the ionCube PHP Encoder and requires the free ioncube_loader_lin_4.4.so ionCube PHP Loader to be installed.
