Apache 1.3 Mod_Security for windows

Hi,

I am using apache 1.3, PHP4, MySQL and, Windows. I've been looking into mod_security but I cannot find any windows binaries for 1.3, but I found one easy for Apache 2.

I really don't want to go through the hassle of upgrading to Apache 2... so I was wondering if there was a place I could get mod_security for 1.3?
