whm/cpanel: counting ftp bandwidth in bandwidth usage

just noticed on our server that if you download anything via ftp from the server, it does not get counted towards the monthly usage of the account, however does count towards the servers usage.

could someone pl. tell me how i can set it up so that any ftp traffic is counted towards an account's bandwidth usage?
