Primary and Secondary Storage

What role does secondary storage play is it just for security and backup purposes or does it also help with speed and performance?

For example LT is offering 80GB hard drives as part of it's plan for both primary and secondary storage. If I want increased performance can I switch to the more expensive SCSI for the primary hard drive and leave the second one as it is?

Nothing is being said about a RAID0 configuration so am I right to assume that the secondary hard drive will have nothing to do with performance and speed?
