Many '404' complaints

I'm getting many members on my vbulletin board that say they get a 'banned' message when registering. When I say many, not TOO many but enough occasionally to ask for assistance in tracing this here. Most of the times if they retry to register it will work. Now here is a strange issue.

Forbidden
You don't have permission to access /register.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.


That's the error message that one of my moderators got. Her IP is not blocked in APF nor vbulletin ban list of IP's. Even a range like 22.22.22/27 or such.

What could give? The server load is just fine as well.

I tailed the domain log files, nothing unusual
