Open Source Network Management

Can anyone recommend a good open source network management tool suitable for monitoring several thousand interfaces via SNMP and ICMP? We it need to generate alarms, graphs of most recorded data, and support multiple users.

I've tested JFFNMS and Nagios. Both do some of that I need (JFFNMS does much more than Nagios) but neither are exactly what I need.

I could use both and cover most bases, but that doubles the provisioning work in the NOC and is logistically inefficient.
