Access website before the DNS propogates

Hello,

I am trying to access the file within cgi-bin on the domain name that has been added to my server(ftp account) but its returning 404 error
The file is there in fact

I have tried to access the files within html folder and it has worked
IP/~ftpusername/index.php
but
IP/~ftpusername/cgi-bin/file.php
didnt worked

Its freebsd without control panel

Any idea?
