Is there something out there to do traffic 'shaping' to ensure that you stay within a certain threshold for 95th percentile?
For example, suppose you had a 100 Mbps circuit, but didn't want to exceed 5 Mbps on 95th percentile billing. Is there a tool out there (I'm thinking of a Linux/BSD router, but curious about anything at all) that would allow enforcing this automatically, such that you'd be at/under 5 Mbps 95% of the time?
(The obvious solution is to just cap things at 5 Mbps... But that 'wastes' the included ability to burst beyond it for that 5 percent of the time...)
