ARIN, IP allocation, and rDNS?

Hi,

I recently leased a new dedicated box and loaded it with a small handful of sites, none of which are returning rDNS. I contacted my provider about it, who responded with the following:

"The only way that ARIN will allow for us to direct the Reverse DNS to your server is to have a /24 or larger."

I'm quite familiar with the 80% usage rule, but no rDNS on blocks smaller than a /24?

Can anyone confirm or refute this, and/or point me to any relevant documentation?
