High Freebsd 4.5 Load

I have a Freebsd 4.5 Server running, its a p4 1gb ram 60gb ide. The load is real jumpy from 2-20 yet everything on the box runs fine w/ no slowdowns noticeable and plenty of ram/cpu free. Here is a top session.....

iostat since I thought maybe it was the ide killing it, but there isnt hardly any access....

There is nothing running but pure html on this box. Everything runs fine, its just that load and I dont know what to make of it. Thanks.
